从规模控制到制度建设——论中国城市化战略的范式转换

FROM SIZE CONTROL TO INSTITUTION CONSTRUCTION: ON THE PARADIGM SWITCH OF CHINA'S URBANIZATION STRATEGY

通过对几种“规模论”的评析,从理论上揭示中国城市化战略必须进行彻底的“范式转换”,即从规模控制向制度建设转变,才能适应从计划经济向市场经济的转型。并初步提出城市化制度体系建设的内容框架与实施策略,强调促进要素集聚与解决发展问题并重以有效改善制度创新的成本——收益状况,乃是制度建设战略成功的关键。

Based on the criticism of several sizetheories, this paper raises in theory that Chinaspresent urbanization strategy cant adapt itself to thetransformation from planned economy to marketeconomy unless it carries out a complete paradigmswitch from size control to institution construction.It also puts forward the content framework and theimplementary tactics of urbanization institutionconstruction, emphasizing that the key to implemen-tation is to effectively improve the cost-benefit con-dition of institution innovation by promoting elementscentralization besides solving development problems.
