所谓评价是指从被评对象主体中提取本质属性,使之转换成主观价值尺度,并用以度量被评对象的行为过程。 构成评价的基本要素有被评对象、评价目标、评价准则(指标集、模型集、结构)、评价群体和偏好、评价模式等。各基本要素的有机组合称为一个评价系统。对某一特定的评价问题,一旦相应的评价系统确定之后,则该评价问题就完全成为按既定步骤进行的“度量”问题。

In this paper, we analyzed main factors of affecting appraisal reliability, put forward and set up reduntant model, constracted the reduntant 2-2 model with usual 2-1 model, and showed that the former has important action of raising appraisal reliability.
