This article disscusses the problem in weapon system's RDT&E plan. Then with the aid of regression and analysis method, it builds a set of models in accordance with year cost demand of individual item. Finally, in the opinion of the part subordinated to the whole, it gives a complete set of systematical analysis method to deal with the balance problem between financial year allocation and item year demand.
