我国海洋自然保护区制度探析

海洋自然保护区制度对于海洋环境资源的生态保护具有重要意义。在回顾我国海洋自然保护区产生发展历史的基础上,本文分析了目前我国海洋自然保护区现实中和法律中存在的问题,认为完善我国海洋自然保护区制度的途径既包括立法上的修正又包括创造良好的制度环境,并提出具体的建议。

It is significant for the Oceanic Natural Reserve System on protecting oceanic environment and resources ecologically.On the basis of reviewing the history of the systems origination and development,the article analyzed the problems existing in the realities and laws.To perfect Chinas Oceanic Natural Reserve System,the law should be amended,and favorable institutional conditions should be produced.Some concrete advice was provided in the conclusion.
