农村养老保险制度的环境建设分析

Environmental Construction Analysis of the Rural Pension Insurance System

文章认为 ,中国农村养老保险制度建设的经济环境、人口环境和政治环境基本具备 ,但农村居民的收入水平、农村居民收入水平地区差异以及农村大量剩余劳动力的存在直接制约农村居民养老保险制度的建立 ,因而政府在农村养老保险制度建立过程中 ,应从提高农村居民收入水平。

The article points out that although China has had the basic economic, population and political environment in constructing the rural pension insurance, the rural residents' income level and their disparity compared with the income of residents in urban areas, as well as a large number of surplus labor in rural areas still restrict the setting-up of the rural residents' basic pension insurance system. Therefore government should improve the rural income level, strengthen government finance transfer payment ability and organization resource construction in order to optimize the rural environment of basic pension insurance system.
