摘要
多年来 ,科研院所存在的科技体系结构不合理、R&D资源配置效率低下、资源利用效率低下等弊端 ,在很大程度上阻碍了科研事业发展的进程。因此科技体制改革的深化势在必行。本文根据科研院所体制改革中的实际情况 。
For years the unreasonable structures of scientific and technological system and the lower efficiency in R&D resources allocation and utilization in research institutions have held back the progress of scientific and technological cause. Therefore the system reform is imperative. The paper, based on the practical system reform of research institution, discusses the issues to which the attention should be paid in working out development strategies.
