针对目前国有施工企业普遍存在的问题，本文分析了资产重组的必要性、前提条件、外部环境、形式及其生机等问题，探讨国有施工企业如何走出困境。

In response to various problems existing in state-owned enterprises, this paper puts forward, on the basis of an analysis of assets restructuring in terms of necessity, prerequisites, environment, forms and dynamics etc, tentative proposals to extricate state-owned enterprises from predicaments.
