Then the paper points out, the safety of water resources induce the safety of water quality and quantity. The supply and demand contradiction of the water resources is extremely serious. In the coming period, with the advance and development of society, if we don't pay attention to the harness of pollution, the pollution of water quality will still nurse. The influential factor of water resource in our country lies in the physical factor, the human factor and inordinacy influence of them. At last, the paper puts forward the following countermeasures: ①We should strengthen the unity management of water resource and promote its sustainable development, ②We should make full use of the polluted water and relieve the pressure of regional water supply. ③We should explore national and international market in order to adapt the demand of the socialism market economy. ④ The enhance of water resource depends on science advance. We should regard the new origin of water resource and the sewing of water resource as importance. Strengthen the water resource conservation and prevent water from pollution in order to improve the effective usage of water, for geology characters. We should decide products and development according to the water resource.
