我国城乡贫富差距的产生既有自然和历史因素的作用,也有现实体制和政策因素的作用。城乡居民资源占有不均,“城乡二元结构”的长期存在,农村人口和剩余劳动力的过度膨胀,城乡居民教育水平和人力资源投资的差距是我国城乡贫富差距产生的根源;改革之后的市场化取向,“效率优先,兼顾公平”的分配政策以及城乡改革力度的不同对我国的城乡贫富差距起了催化作用。

The formation of the poor and rich gap in our country has not only its natural and historical factors but also its factors of realistic system and policy. The resource possessed by residents of town and country is not average. The binary structure of town and country exists for a long time. The rural population and the force of surplus labour extremely expand. The gap of education level and labour force investment between town and country is the basic resource of forming the poor and rich. After reform the market orientation and the distribution policy of efficiency first and equity considered have the catalytic function for the poor and rich gap between town and country.
