基于以“如何解决问题”分析信息社会“问题”难以解决的原因——不确定性高,阐述以“信息”来消除“不 确定性”,正确判断和决策,解决问题。指出信息与不确定性、问题之问存在“钥匙与锁”的关系。着重论述解决问题的 内涵,及信息能力在解决问题、实现信息价值的过程中起到的作用。

Through the explanation of solving problem, and the relations between the solution and intelligence ability etc.,this article describes fully the character of intelligence ability and its functions in the proceeding of problem solving.
