从《白皮书》看日本建设循环型社会的思路及对策

The Ideas and Measures of Building the Recycling Society in Japan Based on the White Paper

大力发展循环经济是落实科学发展观的一项重要战略部署。日本在推行循环型社会建设中已经积累了一些好的做法和经验,值得我们认真研究和借鉴。为此,本文通过对日本《循环型社会白皮书》的介绍,探讨和分析了日本政府在建设循环型社会过程中的一些基本思路和对策,并在此基础上,提出了推进中国循环经济建设的四点方针。

To develop circular economy is the strategy for achieving “Scientific View of Development”. Some good measures and experience, which are worth using for reference, have been summarized in the course of building the recycling society in Japan. Some basic ideas and measures of Japanese government in the course of building the recycling society are analyzed on the basis of Japan's White Paper on Recycling Society. To develop circular economy in China, four policies are advised.
