摘要
本文从构建现代事业制度明确的“法人地位”、健全的“治理机制”、清晰的“主要职责”和以“文化管理为主”等角度 ,对公共事业组织的合法性、广泛的社会服务性、非营利性和非政府性等本质特征进行论述 ,吸纳了“公共选择理论”和“新制度经济学”的观点 ,对我国事业单位改革 ,公共事业组织制度建设的一些根本性问题进行了深入探讨。
The article focuses on the essential characteristics, such as legitimacy, comprehensive social service, non-for-profit and non-government properties, of the public utility organizations from the perspectives of specific juridical person, sound governing mechanisms, vivid principal duties and the management of culture. The author uses public choice theory and neo-institutional economics for reference, and goes deep into the discussions about the underlying problems occurred during the process of the institutionalization of the public utility organizations in China's cause organizations reforms.
