总政策:概念、内涵及实证分析

本文从德国秩序政策理论的视角出发并基于我国“改革开放”的历史事实,提出在宪法制度与主流宏观经济政策工具之间存在着具有我国特色的一个总政策。通过讨论概念及内涵并进行实证分析表明:总政策是国家政治权力和政府行政权力双重作用的主要区域,是一切经济政策的中心,它的实施效率决定了我国经济的走向及其绩效。

From a historical point of view ,this paper puts forward a principal policy which plays a vital role in China's twenty-year-long economic reform.As an essential part of the Constitution,it serves as an economic thought binding the govemment in policy-making on the one hand,and initiates a system of institutions binding the market in allocating the economic resources on the other.In one word,the principal policy is a central space from which the various macroeconomic policy tools are derived.The efficiency of its implementation decides the general trend and performance of China's economic development.
