广州市的经济发展与环境保护

THE ECONOMIC DEVELOPMENT AND ENVIRONMENT PROTECTION IN GUANGZHOU

1980～2000年广州市在社会经济快速发展的过程中,环境建设的发展经历了较不协调阶段(1980～1990年)、逐步协调阶段(1991～1995年)、基本协调阶段(1996～2000年)。20年间,调整产业结构,增加环保投资,削减工业废水排放量,控制大气质量,扩大绿地面积,都取得了显著的效果。今后在基本实现社会主义现代化、建设现代化大都市的进程中,尚需加大环保投资力度,控制人口规模,改善大气环境质量,加快污水处理厂的建设步伐,加强城市生态系统的建设。

The socio-economic development acquired enormous achievements in Guangzhou City since the reform and opening up. The GDP in 2000 is 41.4 times that in 1980. The development of economy in Guangzhou went through three stages: primary development, fast development and balanced development. Correspondingly the relation between economic development and environmental quality went also three stages: not so coordinative stage, gradually coordinative stage and essentially coordinative stage. The investment in environmental protection in 2000 has been increased 120 times as against 1980. The urbanization level of Guangzhou reachs 62.24% in 2000. During the recent 20 years, adjustment of industrial structure, decrease of discharged industrial waste water, improvement of atmospheric quality and to widen the area of green land in Guangzhou urban acquired obvious effects.For building Guangzhou into a modern metropolis some suggestions to strengthen the environmental construction are introduced. (1) Increase the investment in environmental protection. (2)Control suitably the scale of population but during the recent 20 years the population in Guangzhou urban increased 1.07 million.(3) Improve the atmospheric quality. However the discharged volume of industrial waste gas in 2000 was 3.7 times that in 1980. The motor vehicles owned by city in 2000 has been increased 16.8 times as against 1980. The frequency of acid rain in 2000 reachs 62.3%. (4)Accelerate the construction of facility for treatment of sewage. However the discharged volume of domestic sewage in 2000 was 2.7 times that in 1983, but the concentrically treated rate of sewage was only 24.83% in 2000. (5)Strengthen the construction of ecological environment to build Guangzhou into a modern metropolis with flourishing economy, plentiful life and good ecological environment.
