Adoping the space theory of functional analysis,the article has studied envionmental problems with non linear mathematics.Meanwhile,it has comprehensively evaluated the developing conditions of cities and towns using the method of system assembing and automatic optimization.In the investigation of the middle-east area of China,78 cities and towns has been evaluateel,and its results was satisfied.
