当代中国正处于社会保障体制改革的关键时期。在如何进行社会保障体制的改革转型过程中,最关键的是从理论上明确公平与效率的兼顾、政府与市场的互动和权利与义务的平衡等三个问题。

In the process of the reform, there are three issues need to be theoretically defined: consideration of both fairness and efficiency, interaction between government and market, balance between rights and duties.
