Forecast refers to the expansion and mutation of the internal links of comprehensive research matters and the development result of future development on the basis of known situation. The paper expounds that we must do information forecast research and serves on the basis of the Society arrangement, situation development, market demand, weather forecast, cooperative research and social progress.
