摘要
对农村集体土地流转的政策提出如下建议 :建立以集体所有权为主 ,其他所有制形式为补充的新型土地所有制关系 ;把农村经营承包权改革为土地使用权 ;征收地税 ,补偿种地农民 ;合理设定农地流转的审批权 ,促进农地合理流转 ;鼓励农地向种田大户流转 ;完善农村信贷政策 ,支持农地流转 ;科学考核干部 ,促进农地的保护。
Several suggestions on the policy of collective land circulation in the countryside are given as follow: set up the new land possession system dominated by collectivity possession and secondly by other possession forms; reform the management contract right to land usufruct;levy the land tax to compensate farmers; reasonably enact the examination and approval right of land move to advance the rational land circulation; encourage the land moving to large farm family; perfect the credit policy in the countryside to sustain the land circulation; scientifically check cadres to protect the land.
