摘要
本文以落实科学发展观为基点 ,围绕节约用地是实施国家发展战略的必然要求 ;节约用地是保障发展经济的必然要求 ;节约用地是提高经济效益的必然要求等方面阐述了新形势下节约用地的重要性 ,分析了节约用地的途径 ,提出了节约用地必须有节地的标准和评价体系 ,必须有市场主体的运行规则 ,必须有市场主体追求节约的激励机制 ,必须有政府的有效管理等相应措施。
On the basis of carrying out scientific view, the paper discusses the special importance under new situation from the following aspects: intensive utilization of land is necessary to implement the state development strategy and to ensure economy development. It is necessary to increase economic benefit as well. This paper analyses the approach of intensive utilization of land, points out that there must have the standards of intensive utilization of land and evaluation system, the running rule of market body, the encourage mechanism to pursuing intensive utilization of land, and the effective management of government.
