Governing the State and Educating the People by Virtues ——A Reading of the CPC Governing Motto

“以德治国”作为一个治国方略的提出 ,反映了我党执政能力的进一步提高。但“以德治国”最终付诸于实践将是一项艰巨而复杂的系统工程 ,其中既涉及政治权力行使者为政之德 ,又涉及普通老百姓的为民之德。故抓好这两个主体的思想道德素质与治国能力的培养是“以德治国”目标实现的关键 ,也是衡量执政党执政能力的一个重要举措。

The strategy to “govern the state by virtues” reveals the improvement of the governing ability of the Communist Party of China (CPC). However, it is a difficult and complicated undertaking to put the strategy into practice in that it is closely related not only to the virtues of the executer of political power, but also to those of the mass as civilized citizens. Therefore, the improvement of the moral qualities and governing abilities of the foregoing subjects is the key to realize the goal of moral government. It is also one of the most important yardsticks of a party's governing abilities.
