摘要
通过发行教育彩票筹措资金 ,缓解我国教育所面临的经费不足问题 ,具有其必要性和可行性。在借鉴美、英等发达国家和我国发行体彩、福彩的经验上 ,本文建设性地提出了一个发行教育彩票融资的运作模式 ,包括教育彩票的发行管理 ,具体的发行、销售 ,资金的使用、监督以及发行教育彩票所需的法律环境等问题 ,以期探索出一条切实可行的教育融资渠道。
Issuing educational lottery tickets has its possibility and feasibility in financing the education of China. The paper proposes its operating mode: its management institution, its issuing, the use and supervision of the fund and the law environment it requires.
