This paper gives the concept and scope of junk mail and analyzes the birth and harm of junk mail. Then it puts forward that international cooperation, technique control and legislation control should be strengthened in order to safeguard the legal rights and interests of electronic mailbox user and operator, create fair market competition environment, ensure the validity and legality of e-mail and boost the development of network economy.
