Preliminary Research on Forest Ecological Benefits Compensation

对当前森林生态效益补偿的依据、补偿的范围、外部经济性及其补偿的实现形式进行了分析,根据“谁受益、谁投入”的补偿原则进行生态效益补偿,并且与直接的经济补偿和税收等的间接补偿相结合,逐步推进,逐步完善,在全社会范围内,形成国家投入一部分,社会受益者承担一部分,生态公益林经营者创收一部分的多层次、多形式、多渠道的林业投入新机制。

The current basis, range, external economy property and realizing form of forest ecological benefits compensation were analyzed. The authors proposed that ecological benefits compensation should be carried out according to the compensative principle of “who benefits, who devotes”, and it is connected with direct economic compensation and indirect economic compensation such as tax revenue, advancing and perfecting gradually. A new mechanism of forestry input with multilevel, multiform and multi-channel should be formed all over the society, which is composed of three parts: a part from government investment, a part from social members who benefit from forest ecological benefits, and a part from profits of operators who manage ecological commonweal forests.
