基层农业技术推广体系的调查与思考——以湖南省衡山县、衡东县为例

A Finding Report and Reflections of the Spreading System of the Basic-level Agricultural Technology

通过对当前基层农业技术推广体系发展状况的调查和分析，笔者认为，农业技术推广为我国农村经济的发展作出了巨大推动作用。但存在推广经费短缺，农村人员素质偏低，管理体制不明，服务质量不高等问题。而思想观念陈旧，体制疆化，定位模糊和农业弱质性的客观现实是造成上述问题的主要原因。本文提出，在政策取向上政府应注重农业技术公共性职能与经营性职能的分离，完善投入主体多元化，促进农科教的协调发展。

With the survey and analysis to the current spreading system of the basic-level agricultural technology, the another think that the spreading system of agricultural technology gives impetus to the rural economic development in our country. Unfortunately, there are some problems to be solved, such as the lack of funds to the spreading, the lower quality of the rural persons, the ambiguous of the management system, the weaker service quality and so on. The main reasons for those problems are the update concepts, the ossified system, the ambiguous orientation and the objective reality of agriculture weak quality. The paper points that the government should pay more attention to the separating public functions and management functions of agriculture technology in the police orientation, to being perfected the pluralism of the inputing subject, to improving harmonious development of agriculture and science technology.
