新世纪初西藏工作的指导方针,是以中国共产党在西藏工作50年的历史经验为基础和内蕴的,经历了两大历史阶段,四个发展环节,是被西藏改革开放和现代化建设伟大实践的胜利证明了的正确方针,是党在西藏如何走向和建设社会主义这个根本问题上进行长期探索在理论上取得的最大成果。

The guideline of the CPC's Tibetan policy in the early21st century is based on the fifty years' historical experience which could be analyzed into two major historical phases and four steps.The guideline is the greatest theoretical achievement of the CPC's exploration upon the funda-mental issue of how Tibet could build socialism and has been proved correct and efficient by the great practice of Tibet's opening up and reform and modernization.
