This paper proves into the issue of the guiding principle of assessment of training level of the personnel in higher vocational and technical colleges and points out that it is important to intensify the macro managerial guidance, to regulate the activities for running the higher vocational education. It is also essential to strengthen the observation of the important standard in order to lead the development of the colleges and to improve the speciality of the creative system to foster the level of training the personnel.
