西部大开发面临的新形势及其新思路试析

New Situation and Ideas of Developing West China

本文对西部开发面临的新形势,从资源配置、市场供求、外部环境三个方面进行了分析。在此基础上,对西部开发的新思路,从“向上”与“向下”问题、“抓大”与“放小”问题、“先富”与“后富”问题、自然资源开发与人力资源开发问题这四个方面,进行了探讨,提出了一些独立见解。

The paper analyses the new situation of the development of western China from the perspectives of resources-allotment, supplies and demands in markets and external environment. On this basis, it explores new ways to develop west China in four respects, concerning respectively 'going upwards' and 'getting downwards', ' grasping the big' and 'letting go the small', becoming rich 'earlier' and 'later', as well as developing natural resources and human resources, thereby puts forwards some creative ideas.
