西部大开发是一个全方位、多角度、深层次、宽领域的综合性开发。西部大开发必须有新观念和新思想,要树立市场经济观、正确的资源优势观和跨跃式发展观。四川在西部开发中具有重要的战略地位和突出的自然资源、市场、科技等优势,如何处理好与西部大开发相关的若干问题,是四川省的当务之急。
