Sustainable development is the major theme of the mankind in the 21st Century. Taking precautions against and reduction to natural disasters is one of the important measures for realizing sustainable development strategy and narrowing the gap between the east and the west of China. The paper summarizes the natural factors resulting in the disparity between the economic development of the two areas, discusses the position and function of the construction of natural disaster reduction in sustainable development strategy, in order that resources , environment and human sustainable development can get onto the right way of circulation.
