拐卖人口尤其是拐卖妇女儿童犯罪在国际上广泛存在 ,并呈现愈演愈烈的趋势 ,甚至有可能取代贩毒而成为犯罪组织的主要财源。尽管这种犯罪现象在我国现阶段还没有达到如此程度 ,但拐卖人口犯罪已经成为中国社会普遍关注的一大公害 ,成为关系到民心和社会稳定的一件大事。以新型人口管理模式和拐卖人口犯罪市场消除为核心 ,构建我国拐卖人口犯罪防控的模式 。

The crime of kidnaping and selling people,especially the women and children,widely exists in the international society,and it becomes so severe that it may be turned into criminal gang's main fanancial income in place of drug trafficking. Though this criminal phenomenon now in our country has not reached such a degree,it has already become a major issue concerning social security. It is our basic train of thought to have a new pattern of people management,to eliminate criminal market and establish the model of the prevention and control of the crime of kidnapping and selling people.
