发挥西安在西部大开发中的改革开放“窗口”作用研究

加快体制改革、制度创新，进一步扩大对外开放，是实现西部大开发、大发展的根本方面。西安作为我国中西部重要的中心城市，其在西北、西部乃至全国的独特的比较优势，使其可以成为西部大开发中的重要依托和载体之一，发挥在西部大开发中的改革开放的“试验场”和“窗口”作用。本文探讨了这种“窗口”的特征和作用，认为西安成为“窗口”是有坚定的基础和比较优势；面对百年不遇的历史机遇和国内外经济形势的变化，西安要发挥“窗口”作用，必须在改革开放中有所突破，以这种突破性制度创新为西安的跨越或大发展提供动力和活力，并且为西部大开发中的改革开放提供示范作用。

To accelerate the structure reform, bring forth newideas and further the opening to the outside are the basic aspects in realizing the west exploitation and development. Xi'an, as an important city in central and western China, will play a role as 'Testing Fields'and'Window' in the west exploitation. Especially, it has unique advantages in north-west, west ans even in China,. These will make Xi'an an vital backing and carrier in the west exploitation. This article discusses the characters and functions of this'window' and puts forward the ideas that as a'window', Xi'an has solid infrustructures and comparative advantages. Facing the historical opportunity and the variation of economy at home and abroad, Xi'an shall act as a' window', and it shall make a breakthrough in the opening and reform drive. Xi'an will make a great leap with the support of this breakthrough which provides the power and vitality. Xi'an will set up a good example in the west exploitation.
