摘要
寻租行为的主体是公有制企业，这与企业和银行的国有体制有很大的关系。国有商业银行的垄断性是寻租行为产生的根本原因，解决的对策应是打破国有商业银行的垄断地位，逐步推行利率市场化。
The primary unit in funds collection is public-owned enterprise. This has been closely associated with the state-owned enterprises and banks. The monoply of the state-owned commercial banks is the fundamental cause of rent-seeking. To bread the monoply of the state-owned commercial banks and promote the marketing of interestrate of savings shall be the ways to resolve this issue.
