关于西北矿、能资源开发利用的政策调适与环境保护的思考

On Policy Adjustment and Environmental Protection in Mining and Resources Utilization in Northwestern China

过去几十年西北矿、能资源的开发和利用存在着许多问题 ,与国家的可持续发展战略极不适应 ,这突出表现在体制、价格、利用率、环境等几个方面。为了抓住西部大开发给西北地区经济发展带来的机遇 ,必须对西北矿、能资源开发利用的政策加以调适 。

There are many problems in mining and resources utilization in terms of structure, price, low utilization rate, environmental protection in the past decades in northwestern China. The situation is inconsistency with the nation's strategy of sustained economical develpment. To seize the opportunity of developing the northwestern economy in the great campaign of west development, measurements must be taken to adjust the relevant poilices in mining and resources utilization and strengthen the effort to protect the environment.
