摘要
高校后勤社会化改革 ,应以机制转换为核心 ,这是高校后勤改革的动力所在 ,本文结合北京邮电大学后勤改革的实践 ,就管理体制从微观管理向宏观管理转换 ;明晰产权 ,责权一致 ;引入市场机制和按照现代企业制度的要求 ,确定人事与分配制度等方面的问题进行了探讨和论证 。
The reform of the supporting services in colleges and universities should be carried out transformation of its mechanism as the main target,for it's where the real motivation of the reform lies.Based on the reform of the supporting services carried out at Beijing University of Posts and Telecommunications(BUPT),this article approaches a series of problems concerning the transformation from micro management systems to macro management systems,the introduction of marketing mechanism into the personnel and allocation systems in accordance with the systems of modern enterprises,and tries to prove their significance in order to provide reference for the progress of the reform of the supporting services in colleges and universities.
