摘要
文章通过对西部地区人力资源现状及成因分析 ,从人力资本投资的角度来研究国家、企业和个人作为不同层面的人力资本投资主体如何发挥各自优势 ,从而有效地实施西部大开发战略 。
Through analysis of the present situation and the cause of western human resources, and from the angle of investment of human capital, the nation, enterprise and individual, as different order of investment main body of human capital, bring respective superiority into full play ,carry out the great western development strategy effectively and realize sustainable development of the western economy.
