Human resource strategy and western China's development

对“西部资源开发战略”提出质疑 ,从有关学者对人力资本的论述出发 ,提出西部开发应更加重视“人力资源”的开发 ,分析了西部人力资源的现状及原因 。

In this article,“the western China's resource development strategy”is questioned.Based on some scholars' theories,the authors point out that,for the western China's development,more attention should be paid to the “human resource development”.The analyzing focus of the article is on the western China's human resource situation and the further development policies.
