在我们即将迈进２１世纪的时刻，党的十五届五中全会通过“十五”计划的建议，江泽民总书记作了重要讲话，为我国进入新世纪的五到十年发展的奋斗目标、指导方针和重要任务作了部署。当前我们要深入学习和认真贯彻五中全会的重要精神，特别是作为执政党的党员和干部，应当深刻认识实现“十五”计划的宏伟目标关键在党，把握好江泽民阐明的新世纪推进有中国特色社会主义事业的重要指导方针；坚持以社会主义现代化建设为核心，努力实现新世纪的三大任务，而搞好党的建设则是根本保证；要全面加强党的建设应当深刻认识和全面把握“三个代表”的基本方针。只有这样，才能在新世纪、新的实践中夺取新的胜利。

Today we must thoroughly study and conscientiously act in the important spirit of the 5th plenary session of the 15th central committee, especially the Party members and cadres as the Party in power should profoundly understand that what counts is the Party achieving the lofty goal of the 10th Five-Year-Plan, grasp the important guiding policy advancing the socialist cause with chinese characteristic in new century, which was expounded by Jiang Ze-min; Adhere to the core of the socialist modern construction, strive to accomplish the three assignments in new century, to do the building of the Party well is basic guarantee. Only like this, can we striving for new victories in the new practices in new century.
