The Law Ruling by Law

有法制不一定能实现法治；法治必须是“良法”之治，这已成为人们的共识。但究竟什么是“良法”？“良法”即法治之法，它是我们在建设法治国家中必须研究和解决的一个重要问题。只有具备民主、科学、道德属性的法律，才能称得上是“良法”，即法治之法。

Having legal system is not surely to bring about ruling by law, ruling by law must be ruling by Fine Law, this has been the common knowledge of the people. But whatever is the Fine Law? It's the law ruling by law, the law ruling by law is an important task that must studied and settled in constructing country ruling by law. The uther deems that the law only possessing democracy, science and morality attribute can call it the Fine Law, is the law ruling by law.
