近几年来国际局势发生了重大变化,局部战争接连不断,霸权主义和强权政治给世界和平与发展造成了严重的威胁,但和平与发展的主题并没有改变。当代世界的主题并非说世界和平已经到来,发展问题也非解决,而是讲和平与发展是世界潮流和世界发展的基本趋势,是世界人民的共同追求和长期任务。
