The competition of building markets will be more acute after entering into WTO. If the national building enterprise wants to get the bid, they must adopt a series of tactics . The four tactics refer to the international experiences——the unbalanced quoted price、the dynamic settling accounts、the construction claim and the reducing cost are introduced in this paper.
