摘要
中国海关赫德时期(1863-1911年)推行高薪养廉制度,使关员断绝了受贿的念头,并以海关为终身职业,安心服务,勤勉奉职.更为重要的是,在高薪的同时,有着完善的财政管理系统、严格的法规制度和监察制度.关员一旦被发现有腐败问题,就会受到严厉的惩罚.在赫德48年的任期内,这种违法行为的案件没有超过5起.相比之下,清政府为了减少国库支出,仍沿用过去的低俸给制度,从而导致腐败蔓延泛滥.本文通过两种薪酬制度的比较,探索高薪养廉与反腐败的内在联系.
Chinese Customs in Hart's Period(1863-1911)carried out the High -Salary System s o that the clerks abandoned the idea of corruption,while Qing Dynasty stil l kept the Low -Salary System as before which made the corru ption exist everywhere.If someone went against the rules of customs,he would be punished seriously.During the Hart's period,it was less than five times that such illegal things had happened.By comparing the two kinds of Salary System,this paper tries to find the connection between salary and corruption.
