构建余胜煤炭液化项目经营机制方案

Making management mechanism for Yusheng Coal Liquefaction Project

余胜煤炭液化基地项目,是在加快西部开发这一战略思想指导下策划的一个特大型重化工基地项目.通过对我国煤炭液化项目企业经营机制运作存在问题的分析,本文提出了余胜煤炭液化项目经营机制的目标设计应围绕着该项目生产经营的目标结构、利益结构、财产权责配置结构和生产要素的组织结构四方面进行,为煤炭液化基地整体组织经营机制的高效运作提供理论参考依据.

Yusheng Coal Liquefaction Project is a supermacropattern heavy chemical industry base designed under the strategy to fasten China's western development. Through assaying the problems existing in operation mechanism of Chinese coal liquefaction projects, this paper proposes that in Yusheng coal liquefaction project's operation mechanism the four facets, operation object structure ,operation interest structure, property allocation structure and elements organization structure should be taken into account i.e., and theoretical reference resting on coal liquefaction area's integration organization operation of efficiency is to be afforded.
