建立节能管理保证体系　提高能源管理水平

ESTABLISHING ASSURANCE SYSTEM OF ENERGY-SAVING MANAGEMENT AND RAISING ENERGR MANAGEMENT LEVEL

上海新沪钢铁厂将能源管理工作分成能耗指标管理体系、节能基础管理体系、节能技术管理体系和节能现场管理体系这样４个体系来进行，同时，为确保这４个系统管理职能的有效实现，厂内还建立了节能组织、责任保证体系．介绍了这５个体系的具体内容和做法．

nergy man4gement work is divided into such four system as energy-consuming index management system. energy-saving basis management system, energy-saving technology management systems and energy-saving site management system in Xinhu Iron and Steel Works of Shanghai, meanwhile, assurance system of energy-saving organization and responsibility is established to ensure effective realization of management function of the four system. The concrete content and method of the five system are introduced in this paper.
