制约中国近代农业发展的制度与管理因素探析

Abrief argument on factors restricting the Chinese modern agricultural innovation

通过对《中美农业技术合作团报告书》等历史文献的研究,认为在诸多制约中国近代农业发展的因素中,最主要的是制度因素和管理水平。由于中国近代没能建立起一套现代化的政治经济体制,没有训练出一批具备现代管理素质的行政人员,所以在南京国民政府时代虽然有过详细的农业发展书面计划,却没有变为现实的可能。

A conclusion was reached by studying the historical literature such as The Report of Sino-American Agricultural Technological Cooperation Group, i.e. the system and management was the main factors restricting the Chinese modern agricultural technological innovation. Since there were no modern political and economical system and qualified administration personnel available to realize the agricultural technological innovation plan made by Nanking government of the Republic of China, the hard work of Chinese agricultural scientists got little achievements.
