流域水资源管理主体间产权结构探讨

Study on property rights structure among different subjects of basin water resources

针对目前流域水资源管理中“多龙治水”的体制性问题,通过引入产权理论分析,对流域水资源产权管理作了以下几方面的解释:1)说明目前流域水资源管理的体制性问题;2)从流域水文学角度说明流域水资源体系的形成结构;3)进一步解释了流域水资源产权的分析主体与客体;4)提出了以流域管理委员会为核心的流域水资源产权管理模型,不仅体现了流域水资源作为一整体性很强的自然资源属性,而且针对目前流域管理委员会与水利部门管理权责混乱的体制性问题提出了可能的解决思路。

Basing on the institutional knot in basin water resources management, and introducing the view of property rights theory, this paper discussed such main aspects in terms of property rights of basin water resources management as: 1) defining the status quo of the institutional knot in basin water resources management, 2) explaining the hydrological formation of basin water resources, and 3) illuminating the subjects or runners and objects related to the property rights structure of basin water resources,and 4) the paper suggested a model to show that the management should be consistent with natural characteristics of the basin water resources, and to propose a probable way to avoid the present institutional knot in basin water resources management.
