深化职业教育改革,为振兴辽宁老工业基地培养高素质技术人才

Deepening the reform of vocational education to cultivate the high-quality techn ology talented people for the revival of the old industrial base of Liaoning

振兴辽宁老工业基地急需培养大批高素质技术人才,借鉴澳大利亚职业教育的经验,深化职业教育改革。建议辽宁省逐步普及普通高中教育,实行以高中后分流为主的职业教育体制;将教育厅与劳动厅的部分部门合并,成立"教育与劳动就业委员会";尽快在辽宁省推行就业准入制度和职业资格证书制度;加强职业教育的专业师资队伍建设和实验实习场所建设。

To revive the old industrial base of Liaoning, it's very urgent to cultivate a huge number of high quality technology talented people. According to the practice of vocational education in Australia, we need to deepen the reform of vocational education. It's advisable that secondary middle education should become prevalent in Liaoning. After secondary middle education,part of the students receive vocational education. To set up this system, we should combine some branches from the Liaoning Education Department with some branches from the Liaoning Labor Department to form a bureau named 'Committee of Education and Employment'. Besides that, it is also noted that the system of employment admission and vocational qualification certificate system should be put into practice. The last but not the least, the construction of the training program of the professional teachers and the construction of the practice sites should also be stressed.
