在我国经济转型过程中 ,地方政府职能的变迁 ,是随着经济体制改革的深化而衍生。地方政府在改革过程中 ,透过中央财政改革与分权化改革 ,带动地区经济发展强化其自主性 ,扩大了地方政府的职能 ,地方政府较改革前更为重要 ,并对我国经济发展发生实质的影响 ,在此情况下 ,我国地方政府的效率和重要性程度改革前没有为中央政府所知道 ,本文试图对此进行一翻理论解析并提出建议。

The changes about the role of the local government in the of processing market regulation go along with the economic structural reforms.In the procedure of economic reform,government pushes forward the economic development,intensifies the economic development to be its own master,and magnifies the role of government by means of central financial reform and decentralization.The role of government has becomes more and more important than before.It produces important function and affection in the course of market regulation.So it is also the drifing force of China's economic reform.Under this circumstances,the importance and efficiency of government isn's known well by the central government.The papers try to explain it with theories and give gome suggestion.
