An New Institution Economics Analysis about Executive Monopoly

行政性垄断虽然对社会经济有着多方面的消极影响 ,但却可以存在 ,诺斯悖论给予了完好的诠释。诺斯悖论说明国家具有双重性 ,即始终面对着社会产出最大化和统治者租金最大化的双重矛盾。行政垄断的存在就在于国家的消极性在起作用。本文从财政收入 ,利益集团对打破行政垄断的深刻束缚角度分析了行政垄断存在的机理 ,并指出转变政府职能是打破行政垄断的关键。

North fallacy confirms country has two sides,social income maximum or monopoly rent maximum.Country has to choose one from these two sides.Though executive monopoly has bad effect on economy,it exists.The reason is country's negative aim.The paper analyses the reason for the existence of executive monopoly from revenue and interest group.At last,the paper confirms it is the most important thing to change government function in order to vanish executive monopoly.
