The concept of ‘Scientific view about development” was formulated by the central committee headed by Hu Jintao when all the people are going out to build a well-off society in an all-round way will the purpose of summing up experiences in social development, of enriching the connotation of development, of forming new concepts of development, of exploring new approach for development, and of sloving problems in development. This paper makes an in-depth study of this concept.
