The New Characters of the Great Powers' Strategy towards Africa and Some Reflections on China's African Diplomacy

大国对非战略的新特点表明,美国正趋于将非洲纳入其全球地缘战略,非洲正在成为大国培养政治意识形态和文化价值观念等软实力、推广所谓"全球公益"的重要场所。面对新的国际环境,考虑到长远的发展目标和非洲对中国发展的重要意义,中国应从中非关系的战略定位入手,在现有对非战略的基础上,进一步从新的战略高度认识和制定对非洲的外交战略。

As the new characters of the great powers' strategy towards Africa reveal,the USA intends to include Africa into its global geo-strategy,As a result,Africa is becoming an important arena where the great powers are trying to foster their soft power,which in- cludes political ideologies and cultural values, as well as promote their so called'global public goods'.Faced with the new international en- vironment and in consideration of long term development goals as well as Africa's signifi- cance to China's development,China should, on the basis of the present African strategy and from a strategic standpoint,work out a new diplomatic strategy towards Africa by strategi- cally defining the Sino-African relations.
